This draft is not yet ready for publication. The text is still very confusing about the relationship between this document and RFC 3454. In many places, the wording makes it sound like this new algorithm is a replacement for that in RFC 3454, which it is not: it is the algorithm to use with IDNA2008.  I would be happy to do a thorough edit to remove this ambiguity and make it clear that, while the algorithm is an improvement on the old one, it does not "change" or "fix" or "replace" the old one.

The terminology section needs to define "the end of the label". Tests 3 and 6 of section 2 are confusing without some definition.
