Suggestion for rearranging -BIDI

Having the stuff that actually counts, now and even more in
10 years, first, is clearly a big plus, so go for it.

I could even immagine the caveats/issues section comming after
the rules, because in my understanding, that's something the
implementers have to read, but I can leave that detail to
the authors/editors. What Mark has suggested, namely putting
the bidi rationale into the rationale document, is also a
possibility I'd support.
