Harald,

My preference is always to arrange documents in the order that
one would like to have them if one were reading straight through
in order to gain maximum understanding and then, if appropriate,
to include (very early) an introductory note that explains what
can be skipped, or where to look, if one just wants, e.g.,
implementation specifications.  

Modulo the possible need to strengthen that internal roadmap, I
think that suggests the the current organization is pretty much
correct.
