WG Chair and list management

IMHO, a chair is someone who is a bit distant from the touchy issues
discussed in the WG (otherwise, he won't be able to play his role) and
many public statements of Vint Cerf on internationalization in general
and IDN in particular makes me believe that it is not a good idea.
