Based on that I see that "black-letter cpaital C"
http://unicode.org/cldr/utility/character.jsp?a=212d
is a letter, but NFKC maps it to an ordinary C, and
eliminates it for the purposes IDNAbis.

Thanks also to Ken.  I misinterpreted his earlier
remark about "no Fraktur in TUS" as "the Fraktur
code points are no letters" without checking this.
