Dear Markus,
your questions are user questions. The IDNA2008 is not a multilingual 
user oriented system. This has been made clear enough. It is an 
internationalised Internet RFCs' compatible system. So, our best 
interest is that they finish it asap (we wait for it for 8 years and 
they could keep talking 8 years more). Once the IDNA2008 RFCs are 
published we will see if we take it or not, and how. But, please let 
not delay them.
