I'd put "(!)Functional" first in this formulation - the nonfunctional 
ones are rescued from being "never" because they're not "stable". And 
yes, I do think "Stable" is a better word than "Favored". The implicit 
loading you get when choosing such terms is one reason why Patrik called 
it "Rule H".
