[R-C] proposing a WG on RTP congestion control

Hi,

I think it is a very welcome step and look forward to discussions in
this. My personal interest is in developing the interface between
codecs and congestion control protocols/algorithms, so as to make
codecs more 'bandwidth aware'. I have done some work with TFRC  in
this area, and am aware of lots of questions waiting to be answered.
