ACK.  This looks good to me, and I'll have it on the next
available IESG telechat to try and approve it for external
review.

Regarding the name ... we can note the other options that
have been suggested during the IESG discussion, but I don't
think we will select something that the community doing the
work doesn't identify with.  I agree with you that at this
point there doesn't seem to be a huge amount of push in any
clear direction for a new name.  We know the keys that need
to remain are RTP and congestion, and I think we agree pretty
well on the scope of work, so IMHO playing with other words
to sandwich around "RTP" and "congestion" isn't going to
change much else.

Michael for wrangling it all together so actively!
