Review of update of text/t140

The IESG has received a request for publication of 
draft-ietf-avt-rfc2793bis-09.txt, which includes updating the
registration of text/t140.  This a minor update, primarily to
include an optional parameter, cps.  Please consider giving
a review of the update, in parallel with the IETF Last Call.
