Well, as one of the authors of BCP 70, RFC 3470, I'd be interested
to know the reasons why the advice wasn't followed; should there
be exceptions, errata, etc? 

I suppose discussing that on ietf-xml-use at imc.org (the mailing list
set up for the 'xml use' RFC) would be the right venue.
