Luc,
The information you remember seeing is in the registration form, which Michael posted.If this registration is approved, IANA will post that form on their site.
The proposed record that I posted yesterday is just that: the record that is proposed to be added into the Registry.
All subtag proposals require two documents:
1. a proposed record 2. a registration form
In practice, almost no one who posts a registration form to this list ever remembers to post the corresponding proposed record, and if I did not do so for them, these registrations would not be conformant to the process spelled out in BCP 47.

I seem to recall a proposal that, below the "official" part, had a
casual comment to the effect that it is left to the judgment of the
tagger whether to use the "en" or "es" prefix, depending on the
"dominant" language.

I think that remark is important enough to make it into the repository,
as a guideline to users of this tag.
