proposed ISO standard for language variations

Essentially, a standardisation of 'Language'
chapter of any linguistics textbook.

So? The further chapters of any same textbook
would show the usefulness of intermediate
abstraction levels (between 'person' level and
'codifications' level) to be dubious.

What do proposers really want to achieve?
