Language Subtag Registration -- "wpsimple"

Would somebody explain, please, why the 
suggested subtag isn't "language specific" 
(don't remember that turn of phrase precisely, 
means roughly that subtag should be recognisable 
on its own)? For other languages you'd need, 
like, a year and a organisation and colour of 
chairman's hat, alternatively, book and author.
