So, while I think I'd be willing to like with pt-PT-ao1990, it doesn't seem like a wise and robust long-term solution. It seems like it would merely open the door to other long discussions in the future.

Right, we have 'boont' and 'scouse' and 'scotland', all with a Prefix of plain "en", and we have not been inundated with silly but valid tags like "en-GB-boont" or "en-US-scotland".
"pt-SomethingOtherThanPT-ao1990" would be much less silly than these.
