Yes, correct. For the languages in question here, the first cased letter 
happens to be an ASCII letter. But the general rule is about cased 
letters.

Well, they're written in whatever ISO 639 calls them. They're mostly in 
English, and they're mostly capitalized according to English rules, but 
there are explicitly no guarantees about this.
