It was just me doing the argument in two steps (since clicks and apostropes
are different issues).

That should be "The first cased letter in..." (the language names in the
registry are written in English).
Side issue: English is one of the few languages that uses a capital letter
at the beginning of *language* names, and the use of English as the model
language in CLDR has confused many CLDR translators in this regard.
