Apostrophes (was: Re: ISO 639-3 changes)

So I did start this by saying:

but what I meant was that, when choosing the "proper" apostrophe for the 
click languages, we should pick either U+02BC or U+2019 and use it 
consistently, not that we need to change either Gwichʼin or N’Ko to 
conform to the others.
