ISO 639-3/RA announces changes

ISO 639-3/RA has released the results of their annual change review
process.  There are 32 changes (additions, deletions, name changes),
which on first glance appear to map to roughly that many changes in the
LSR.  Obviously this is a lot fewer than we dealt with last year.

There don't appear to be any changes related to macrolanguages, which
also simplifies matters for us.

I'll be putting together registration forms and records to modify the
LSR, and will post these to the list within the next week or so.
