   4. Intended meaning of the subtag:

With an abjad such as the Hebrew or Arabic writing system, vowel
markings (called nikkud in Hebrew, harakāt in Arabic, and other names
in other languages) are optional. The presence of this variant subtag
indicates that all such optional markings are in fact present. This
variant subtag can be used, for example, in APIs to indicate that the
desired target content is fully marked. Example tags are "ar-vowels"
and "he-vowels".
