Many times when a contributor (regular or otherwise) appears with a 
request, there is a statement somewhere to the effect that "we have an 
urgent, pressing business need for this tag."  Perhaps this is just the 
natural counter-bureaucracy tendency that if you don't mark your request 
as ultra-high priority, nobody will ever get to it.
