Changes based on ISO 15924

[Doug Ewell]

ISO 15924/RA has made changes to five code elements, effective 
2009-11-11, which have an impact on the Language Subtag Registry.

1. Three new code elements (Gran, Merc, Wara) have been added.  These 
will be added to the Registry  as new script subtags.

2. One code element (Mero) has had its English Name field changed.  This 
will be a modification to the Description field of the existing script 
subtag.

3. One code element (Cham) has had a Property Value Alias field added. 
This change has no impact on the Registry and will not be discussed 
further.

Below are the proposed new and/or changed records and registration forms 
for the relevant subtags.  These are posted for a two-week review 
period, after which the Reviewer will approve them and send them to 
IANA, unless there are changes or objections which cause an extension.

Note that the Added date for Mero is not changed, and that there are two 
Description fields for Wara.
