Last call for ISO 15924-based updates

Such a statement would belong in draft-4646bis, preferably Section 4.1, 
not in draft-4645bis.  Draft-4646bis-21 was submitted to the co-chairs 
for IETF Last Call before this controversy erupted about the use (or 
anticipated misuse) of 'Zinh'.

I would hope that some kind of statement, akin to the bullet points in 
item 5 of Section 4.1, could be added to draft-4646bis before approval 
and publication, but there is no guarantee that this will happen.
