This list's job is not to determine whether a registration request is *necessary*.
That's the applicant's decision.

Our job is to determine whether the variant in question has been adequately described,
and is not a duplicate.  In the case of this particular proposal, the potential
difficulty, if I understand your posting correctly, is that it appears to cover
several closely-related but distinct orthographic reforms over a number of years.
It might be good to seek clarification whether that was indeed the intent.
