MODIFY: LANGUAGE SUBTAG MODIFICATION for "baku1926"

I think it's important to keep in mind that two different things are going 
on here.  CE is presenting final registration forms for the 
already-registered subtags '1606nict' and '1694acad', for archival purposes, 
while Resat is proposing changes to the Comments field for 'baku1926'.  The 
former does not require any sort of formal review period and decision from 
the Reviewer; the latter does.
