It was also my first impression, but I deleted my reply before
sending, creating _potential_ sets based on only one proposed
element could be a bad idea.

This might be an issue for 4646bis:  Under the current rules,
if "periard" is registered with prefix "fr", and we later get
say "langevin", we can't modify the old "periard" prefix into
"fr-ortograf" for a new set together with "ortograf-langevin".
