"mis" update review request

We are not working with ISO 639-3 in BCP 47!
The work to integrate ISO 639-3 is going on in the LTRU group, but until it
completes, we can't make any assumptions about how it will deal with the
relationships in ISO 639-3, nor how it would deal with any potential
narrowings in 639-3.
