Here are some (humble) thoughts i have on this:
1. I believe the practice of using the base letters when diacritics are
not available is common in Latin script in general. If this was applied
here, then Description could be:
Idil-Ural-Qirim Tatar Elifbasi
By the way, even in the form i submitted, i already applied this to
lowercase dotless i, and upper-case dotted i, and left í around because
i thought Extended ASCII was OK.

2. Alternatively, i just noticed the following in
http://www.iana.org/assignments/language-subtag-registry:
Type: language
Subtag: pro
Description: Provençal, Old (to 1500)
Added: 2005-10-16

If this was applied, then Description could be:
İdíl-Ural-Qırım Tatar Elifbası

3. I don't think it matters that much how the description is phrased, as
long as it's clear what it denotes. Since early 20th century Tatar
language, with most other Turkic languages of former Soviet Union, has
gone thru the following alphabets:
a. Standard Arabic
b. Modified Arabic (that used Latin and Cyrillic script conventions, and
didn't look anything like a.)
c. Latin, called Janalif (with a mixture of several Cyrillic letters)
d. Cyrillic
Nowadays, in terms of Latin alphabets, other than IQTElif, there is
Janalif (same as c., also called  Yañalif), Yañalif-2, Zamanälif,
Inalif, Inalif-2, and another one that could be called Antalyalif
(although i don't think there is a common name for it). So as long as
it's clear what the modifier is for, any Description should do. For
instance, another option would be to translate the submitted
Description, instead of transliterating:
Volga-Ural-Crimean Tatar Alphabet

4. Another option for Description could be to just say (only making the
first letter ASCII-compatible):
IQTElif alphabet.

I think i would personally be inclined to 1. or 2., or both, but in
general Description doesn't matter that much as long as it's clear what
the variant is for.
