[Ltru] Guernsey Jersey and Isle of Man ISO 3166-1 Codes

I think it would be a good idea for this group to appoint liaison with each
standard the RFC invokes. 

I will happily take on the role for ISO 3166-1 should you so wish (and ISO
CD 639-6 of course ;-)).
