Your're right, not until 1998 the reform was generally enforced.

However, in 1996 the concerning treaty was signed by Germany, Austria,=20
Switzerland and other countries with German population, and some federal=20
states of Germany taught it at schools already in 1996. That was the=20
origin of by suggestion.
