Last Call: draft-ietf-idnabis-protocol (Internationalized Domain Names in Applications (IDNA): Protocol) to Draft Standard

My gut assumption was that we would go for Proposed, and I definitely 
agree with Vint's argumentation below for Proposed.

I don't remember any discussion about which status to aim for, but I may 
easily have missed such a discussion. The word 'Draft' doesn't appear in 
our charter (but neither does 'Proposed').
