Well, that's my reading of the protocol, too, but that doesn't seem to
be how someone is reading it. I gave it a whirl, and here's what I
got:

; <<>> DiG 9.4.2-P2 <<>> @d.gtld-servers.net -t NS AAA.com +noall +answer
; (1 server found)
;; global options: printcmd
AAA.com. 172800	IN	NS	waldo.national.AAA.com.
AAA.com. 172800	IN	NS	xb.national.AAA.com.

; <<>> DiG 9.4.2-P2 <<>> @d.gtld-servers.net -t NS AaA.com +noall +answer
; (1 server found)
;; global options: printcmd
AaA.com. 172800	IN	NS	waldo.national.AaA.com.
AaA.com. 172800	IN	NS	xb.national.AaA.com.

; <<>> DiG 9.4.2-P2 <<>> @d.gtld-servers.net -t NS aaa.com +noall +answer
; (1 server found)
;; global options: printcmd
aaa.com. 172800	IN	NS	waldo.national.aaa.com.
aaa.com. 172800	IN	NS	xb.national.aaa.com.

And even

; <<>> DiG 9.4.2-P2 <<>> @waldo.national.AAA.com www.AaA.com +noall +answer
; (1 server found)
;; global options: printcmd
www.AaA.com. 9	IN	A	63.240.229.211
www.AaA.com. 9	IN	A	63.240.178.211

I'd bet nearly anything this is because of the way people are using
label compression. Also, FWIW,

$ fpdns waldo.national.AaA.com
fingerprint (waldo.national.AaA.com, 143.61.200.1): ISC BIND 9.2.3rc1 -- 9.4.0a0

Best regards,

A
