ADMIN: Suspension of list posting privilleges for Jefsey Morfin

It has come to my attention that Jefsey Morfin <jefsey at jefsey.com> has 
posted some messages to this mailing list that seem to be not relevant to 
the present work.

Jefsey Morfin is also the subject of an in-power PR-action:

The idna-update mailing list is operated as an IETF mailing list, and 
listed on the list of non-WG IETF mailing lists.

Under the procedures of RFC 3683, I have suspended his posting privilleges 
to the idna-update mailing list.
