[R-C] moving list to ietf.org

As part of becoming a working group, I'm going to request an
ietf.org hosted mailing list for this group; rmcat at ietf.org
(does not exist yet; do not use until notified).

We plan to transition the membership of this list over to the
ietf.org one at the moment it's created, without you having to
do anything explicit.

This note is just to let you know not to panic when that
happens, and that once it's ready, that will be the list to
use for communication related to the working group.
