We haven't really measured throughput... Eric Rescorla's numbers might show 
a change....?

Just for standards-track, since we don't formally ballot informationals.

we've actually found that tracking the comments on informationals was 
problematic - ie we have had cases where we had comments on WG documents, a 
new version arrived 3 months later that purported to fix the comments, and 
we couldn't figure out from the logs what the original comment was.

We've got a new system for ballot handling being built now (as part of the 
I-D tracker), and we decided that we'd simply add ballots for 
non-standards-track too - but with different approval rules (no need to 
wait for "enough" people to say no-objection; the document is OK if it's 
been on a telechat agenda and nobody objects).

Trying to fix things where we can.......
