My recollection is that during the time that I was on IESG it became much
less acceptable for an AD to explain his reasons for a Discuss at a later
time.  By the end of my 2nd term we were expected to exlain our reasons at the
time we voted Discuss.  The explanations could be brief, or the AD could vote
Defer for one telechat (usually two weeks) and then change it to Discuss once
the explanation was supplied, but "I'll write it up later" wasn't acceptable
anymore.  And a Defer automatically changed to No Objection if not explicitly
changed by the next telechat.
