I don't think it is documented. In the past, the ISOC VP Standards has
simply forwarded the RFCs concerned to to the ISOC Board and requested
that they be accepted, resulting in a Board resolution such as

> Resolution 96-11. Adoption of POISED Documents

>       RESOLVED, that the Board accept the POISED Documents: The Organisations Involved in the IETF Standards Process, IAB and IESG Selection, Confirmation, and Recall Process: Operation of the Nominating and Recall Committees, and The Internet Standards Process -- Revision 3, and accept the responsibilities of ISOC as described in these documents.

I think it would be good to document the fact this should be done, for
any process document that might affect the chain of responsibility
for liability insurance purposes.
