General comment on draft-ietf-problem-statement-00.txt

This has been my experience with Allison in PILC and TRIGTRAN meetings.

I'm not sure when the "shepherding AD" concept became semi-formalized, but
if part of the AD's job is to get documents out of the working group, it's
valuable to have the AD present when the working group is preparing to
forward documents - it's just too easy to overlook things, and any technique
that tightens the loop is helpful.
