	It seems that scribes and notetakers are often recruited at the
last minute -- just as the WG session is starting. Often, there are
either no volunteers or the chair is left accepting the assistance of
the first who volunteers. This process is not one that is likely to
result in quality results.
	I suggest that a WG Chair should be expected to arrange for
proper and competent notetaking and Jabber scribes well before the WG
session begins.
