Common Wisdom

Spencer,

I would also suggest we focus on 'community wisdom' as well. Very few
people in the IETF follow work in all areas, so what might seem like
common sense in transport may not be known in applications area, and
so forth.

Having some common community wisdom documented would not be a bad
thing.
