in my mind: Refuse to process the doc without the changes even
after the WG has considered the changes and has reached consensus 
that teh changes should be made
i.e. its fine for teh AD to say 'you gotta make these changes' 
but it becomes an issue if the AD continues to say that after the
WG has thought about and said "no"
