suggestions (voting)

A major problem with in-person (or other) voting is that it is subject 
to packing
by one side or another on a contentious issue.

And before someone says that it won't ever happen, it already was tried
by a large workstation manufacturer during the Montreal IETF's IPsec WG
meetings (and identified as such by IETF Secretariat staff, the packing
attempt was NOT subtle).

There are other problems (e.g. vote trading).  There are good reasons
we avoid formal voting.  We should keep the current practice of not
having formal voting.
