A ceiling on the number of working groups

Of course this has been discussed before and the urgent need for
everything overwhelmed the idea.  You're right, it's time to examine it
again.  The IETF now seems to be the slowest standards organization I
know of, and we're all concerned about quality control.  Do we make up
for it on volume?

We need a clever indicator of when there are too many groups.  The ADs
could help here.  What rule of thumb could you use to determine when you
have too many?
