The key is IMHO to ensure that those who volunteer to serve as trusted
reviewers get proper public credits for doing the work. In academia,
we are used to this process since there is generally no money involved
in running high quality research journals or conferences from the
technical editorial point of view. The only thing people get back is
that they are named as reviewers or become part of an editorial board.
And I am sure that proper recognition also helps in industries to
justify that one spends time on IETF activities.

[Perhaps this is all obvious to everyone. But it can't hurt to remind
 us that we have to pay close attention to our most valuable resource
 which are the domain experts who volunteer time to the IETF.]
