Dave, the issue is not whether the PACT draft lists "good"
problems or not -- the issue is whether the problems listed
in that draft are _the_ problems that are causing the discontent.
Maybe the PACT problems are _the_ problems

But let's suppose that they are not really the problems that
are causing discontent in the IETF. So, taking your lead,
we'd go off and immediately 'solve' the PACT problems. 
After 6/8/12/however-many months, we do that and announce
at a plenary "Problem Solved" when in fact, it has not been
solved. Discontent will grow and it will appear that the
IETF's leadership is fundamentally incapable of solving
problems and "getting things done". The relevance of the
IETF will approach that of OSI...

So the question is
        Do you feel lucky today?
