Well, the traditional mechanism for instantiating a WG is to hold a BOF.

We'd need something like a "shepherding AD" (you, Harald?) and a
volunteer to chair the BOF.

As usual, the BOF would discuss whether a WG is appropriate, talk about
scope and schedule, and draft up a charter, then set to work on the
problem. Somewhere in there we'd also have to select permanent chair.
