I'd want to ask the TCPM WG before removing it, because there are two 
possibilities:

- They are building on this spec in some fashion, and it should advance
- They have tossed away the ideas in this spec, because they were wrong or 
subotpimal, and the spec should DEFINITELY go Historic.
