[Old-standards] regarding old TELNET options

Folks, 
        
regarding moving old TELNET option RFCs to historic: attached
are messages from a conversation about this topic from when I was
on IESG, circa mid 1999.  I think most of those implementations
are still in use, though perhaps not in as wide a use as they
were then.

I'm not sure why we never got around to acting on some of these
recommendations.  I suppose we were too busy with other things.
