N.B., I wasn't sure if I understood what needs to be done with RFCs 1828 
and 1829.  On the one hand we've had a request to remove them so that 
someone could write a doc on why they're dangerous.  On the other hand, 
Bob seems to indicate that he had already requested that they go 
Historic some time ago as part of the IPsec move to draft.  So, what do 
we do?  If I remove them from the list would anyone be willing to write 
the "dangerous" doc?  Should this just be dealt with as part of the 
Johns effort?
