Magnus:

The security considerations clearly indicate the problems with AES 
Counter Mode.  There are alternatives that provide efficient 
integrity protection.  Why would we want to permit this fragile 
encryption mode when robut alternatives are available?  At a minimum, 
the registration should tell us.
